Progress report on Unadopted Roads as four new schemes identified

Rhondda Cynon Taf Council has provided an update on its programme of work to improve privately-owned roads that have remained in a poor condition for a long time – with each road then being adopted for future maintenance.

A total of 25 schemes have been completed, with one scheme ongoing. Four new locations have recently been identified and are now allocated funding in the 2024/25 Highways and Transportation Capital Programme.

In 2021/22, the Council agreed a pilot programme of an initial six schemes, at locations where private roads had been left in an unsatisfactory condition for many years. The programme aimed at tackling this common issue faced by residents living on private roads. The works not only delivered resurfacing, but also other improvements ranging from sewerage work to street lighting.

Following the success of the pilot, the Council has continued to identify new unadopted roads schemes each year within its capital programme. Its £1.4m investment to date has completed 25 schemes in local communities – with work currently ongoing for a 26th scheme (at Highlands in Tonyrefail).

In March 2024, an additional budget of £200,000 was allocated for four new schemes in 2024/25 – off Bronallt Terrace in Abercwmboi, off Brynmair Road in Godreaman, at Orchard Close in Porth, and at Graig Road in Ynyshir.

Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “Privately-owned roads that are not being maintained to an acceptable standard is a real problem for residents in communities across the County Borough – which is why we’ve now agreed investment in this area for a fourth consecutive year.

“Cabinet recently agreed details of a £30.894m Highways Capital Programme for 2024/25 – and four new unadopted roads schemes are included within our wider road maintenance package for the year ahead. The works in Ynyshir, Abercwmboi, Godreaman and Porth will bring our total investment in recent years, to improve and adopt private roads, to £1.6m across 30 schemes.

“By adopting each road after completing the work, the Council is providing a long-term solution for residents – and generally we’ve had very positive feedback from residents living on streets that benefited from our programme. The four new schemes for 2024/25 will now be progressed by officers, who will communicate the arrangements for carrying out the works in due course.”

The Council’s pilot programme in 2021/22 also included delivery of a Welsh Government-funded scheme at Belle Vue in Trecynon, which contributed to a wider pilot study on unadopted roads being carried out across Wales.
