Council Budget Consultation 2019/2020

You can have your say on the Council’s budget for 2019/20, with an extensive six-week consultation process now underway.

The consultation ends on Monday 17th December – and there are a number of ways in which you can take part. These include visiting one of the 15 engagement drop-in events taking place in Leisure Centres, Libraries and Town Centres across the County Borough (A full list of events is included below).

The 2019/20 consultation also sees the return of the online budget simulator on the Council’s website – where residents can ‘set their own budget’. There is also a survey which is included as part of the budget simulator.

The Council’s social media accounts – Rhondda Cynon Taf Council on Facebook and @RCTCouncil on Twitter – will keep residents informed about important dates within the consultation.

The focus of the consultation will be for the Council to gain residents’ views on its investment priorities and spending approach, in order to maintain and improve important services. These will be considered within the backdrop of the continued financial challenges which are facing the Council.

The Provisional Local Government Settlement, announced by the Welsh Government, has indicated a 0.3% increase in funding for Rhondda Cynon Taf for 2019/20. This means the Council faces a reduced budget gap of £5.9m for next year – despite achieving an ambitious £6m efficiency savings target.

Councillor Andrew Morgan, Leader of Rhondda Cynon Taf Council, said:

“The Council continues its proactive approach to managing its finances but, like every other Local Authority in Wales, there are continued financial challenges – and a significant budget gap to bridge. It is important we continue to consult with residents in setting a balanced budget for 2019/20.

“Last year, almost 1,600 people engaged with the Council’s consultation into the 2018/19 budget, which was a far greater response than the previous year. This year’s consultation will therefore continue the same format, with the popular online budget simulator returning along with the engagement roadshows – where people can have their say face-to-face in local venues. There will also be specific engagement events for young and older people.

“The provisional Local Government Settlement for 2019/20 was published in October 2018, and will be finalised in December. The provisional settlement for Rhondda Cynon Taf was slightly better than expected showing an increase in funding of 0.3%, but this still represents a real-term cash cut when taking into account inflation and rising demand for services – presenting the Council with a significant challenge.

“The projected budget gap which the Council faced for 2019/20 was just under £17m, which reduced to £9.9m by July 2018 following planned savings – including hitting our ambitious £6m efficiency target for the year. Following the positive impact of the Welsh Government provisional settlement, the current gap has further reduced to £5.9m – which is what we are consulting upon.

“I would urge local residents to have their say in the consultation process, whether in person or online. This is a very worthwhile process, and the views obtained will be considered by Cabinet Members when setting the Council’s balanced budget for 2019/20, before the end of the financial year.”
