A4119 dualling scheme exhibitions

Rhondda Cynon Taf Council are inviting the public to attend public exhibitions in Coed Ely and Ynysmaerdy next week, where they can find out more about the A4119 dualling scheme works programme – which are scheduled to start later this summer.
In May, the Council announced that Alun Griffiths (Contractors) Ltd has been appointed to deliver the major transportation scheme. The project will provide 1.5km of dual carriageway and separate shared community route from Coed Ely Roundabout to Llantrisant Business Park, along with a new active travel bridge crossing the A4119 south of Coed Ely roundabout to provide a new shared community route into the village.
Residents are welcome to ‘drop-in’ to the two local public exhibitions, where Council officers and representatives from the contractor will be able to talk residents through the plans, how the project will be built, and how it will affect the local community. The two events will take place at the following locations:
- Coed Ely Community Centre (Wednesday, July 6, 2pm-7pm)
- Ynysmaerdy Community Centre (Thursday, July 7, 10am-3pm)
Please note that further information about the start of the works and the traffic management required will be communicated by the Council in due course.
The Council can confirm that, during the works period, necessary lane closures will only be used at night, so the A4119 will maintain two-way traffic after 6am and before 9pm each day. This will avoid peak travel periods and significantly minimise disruption for the local community.
Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said:
“The public exhibitions in Coed Ely and Ynysmaerdy will allow members of the community to meet the project team in person, find out more about the works ahead, and ask any questions about how the main construction phase will be carried out.
“The Council and its contractor will make every effort to minimise disruption in delivering the scheme, and the works programme is being designed with this as a priority. The majority of disruptive works will take place at night, with any lane closures on the A4119 scheduled between 9pm and 6am – to enable residents and commuters to make their daytime journeys without disruption.
“The dualling scheme is a priority investment to significantly improve local connectivity to the strategic Rhondda Gateway region, by improving traffic flow in this busy commuter area. It will unlock the former colliery site, Parc Coed-elái, which is the location of the Council’s new modern business unit, with the wider site being developed by Welsh Government. The scheme will also improve active travel provision for the local community at Coed Ely.
“I’d urge local residents and those interested in the scheme to attend the exhibitions in Coed Ely and Ynysmaerdy on July 6 and July 7. You will be able to find out more about our plans for delivery, and ask any questions you have, with the start of the construction phase getting underway later this summer.”
The Council has secured £11.4m funding from the UK Government’s Levelling Up Fund towards the scheme’s delivery – confirmed in October 2021. This allocation, in addition to funding previously committed by the Council and Welsh Government, will fund the construction phase of the major scheme.
On site, Dwr Cymru Welsh Water has completed a major sewer diversion at Coed Ely, while BT has completed significant work to its infrastructure. Having started site activity in January 2022, the Council has completed its advanced clearance work between the Fire Service HQ and Coed Ely roundabouts.
